For the purpose of project implementation Loan Agreement was signed between Government of Republic of Armenia and Japan Bank of International Cooperation on March 29, 2005.
EPC Turn-key Contract Agreement was signd on September 30, 2007, came into force and was effectuated on December 21, 2007.
Construction work commenced on July 30, 2008.

Operational accreptance of the Power unit took place on April 21, 2010.

Introduction of high-tech into the field of power system
In connection with the putting into service of the new Power unit, the reliability of the Power System will be increased, the regimes of supply on the loading curve will be improved, the rates of flows inside the system will be optimized, as a result of which the electric losses in electrical networks will be diminished.
As a whole the following main scopes of works have been implemented :
1. The earthwork – 203318.3 m3.
2. Concrete and reinforced concrete – 14150.69 m3.
3. Installation of reinforcement – 1400 Ton.
4. Steel structures – 50 Ton.
5. Laying of pipelines – 2984.75 m.
6. Asphalt carpet – 11500 m2.
